A nicely configured Gentoo with a light window manager will run in under 128mb.

Fluxbuntu would probably work as well, but maybe not in LiveCD configuration. Basically any LiveCD won't function well in under 128mb of RAM AND have the features I know that you need since you're trying to switch from Windows.

Replacing an Operating System's Graphical Manager is going to be tough for him, if he's new. But, my friend runs his computer with Xorg, Pidgin, Firefox, some IDEs, etc. on 90 MB of RAM (but on FreeBSD) under Window Maker.

Put it like this :

GNOME will take up 15-30 MB of RAM
WindowMaker will take up 1.2 MB of RAM or so
BlackBox will take up like 500 KB of RAM

Those aren't the only ones, there are many more, but WindowMaker or BlackBox are ideal if you don't have much RAM.

WindowMaker: http://windowmaker.info
BlackBox: http://blackboxwm.sourceforge.net/

It's your choice.

damnsmalllinux
pclinuxos minime 2008
pendrivelinux 2008
Portable SUSE
SLAX
MCNLive

Those are your best choices, you can just install them onto a usb drive easily. First do this though to make sure it will work.
http://www.pendrivelinux.com/2007/09/17/testing-your-system-for-usb-boot-compatibility/

If it works look on that website, it will tell you how to install it to a usb. If you cant, just unzip those files onto your desktop, end all processes you dont need and then run the correct .bat file, damnsmalllinux is dsl-base.bat for example. Why not just get a new ram chip though?

DSL isn't meant to be installed.

Linux Mint is like Ubuntu with more bloat.

No.

No.

In that case, Windows is out of the charts bloated D:

(which it is)

And yeah, Debian-family distros are generally very bloated (in my opinion).
