Hello, basically the title explains what im asking, but anyways...Does anyone know of a good software that i can make themes with, that is FREE? Since like paint doesnt allow me to have a transparent background, and a little more freedom with designing the themes.

Sure it has a lot more features than our good old paint that comes with windows has but photoshop has, by far, much more features.

Yeah, I'd recommend Gimp over paint.net anyday...

gimp is great you can also make gif's there
