Does not work with iTunes 9. Read OP before posting.
Had to downgrade to iTunes 8.2.1 for it to work. Something to do with a .dll.
If you google the problem, you will find a solution that tells you to copy a Quicktime .dll from the Quicktime folder to your system32 folder. That does not work. Thats for a different iTunes problem.

Agreed. iFunBox works really well (over USB) and doesn't need Wi-Fi.

A little OT but not really.. I'm sure it's possible to use both iFunBox and WinSCP incase there's a situation where you don't have wifi?? (Very new to this ssh thing- still learning)

If you can enable tethering on your iphone then just enable it via USB and check you network connections to see the IP range (192.168.20.1 is popular on mine) and use WinSCP to connect on that. Not sure if you can do tethering on the iPod Touch. Works for sure with iTunes 9.
