If you have access to a mac, you can use that to make the custom ipsw and then restore with it.

I acquired a custom IPSW, and it wouldn't restore. I would get an error message.

I forget the specific NUMBER, but it was something along the lines of "iPhone cannot be restored".

I had trouble restoring to a custom one from an official 3.1.1. The only way I found to do it was to downgrade to 3.0, jailbreak with redsn0w and then restore to the custom 3.1.1 from there.
If DFU mode doesn't work to restore to the custom, I'd suggest doing that.
That's going to be a MAJOR pain in the ass, though. I would have to downgrade to 8.0, restore to 3.0, jailbreak it, and re-restore it.

Stop with the conspiracy theories. King Chronic has already been on the forums stating that this is due to them switching servers for an expected increase in traffic.

As stated. You'll need to downgrade to 3.0, jailbreak then install your custom.ipsw - remember there are two types for iPhones: hacktivated and non-hacktivated for contract phones.
