The idea of custom firmware is being able to trick the computer into thinking it is the real deal. A Trojan horse, if you will (except not deadly).

Don't worry about whether or not you're online or not.
I literally JUST jailbroke into 3.1.1, and syncing as we speak. So yea, since I'm obviously online, it's no problem. No need to turn off your router/wifi.

Yes, it will work offline.
I myself am on Windows.
I just Jailbroke my iPod Touch 2G, 3.1.1 - Using a custom IPSW File created on a Mac.
Basically, all you have to do is put your device in Recovery Mode, and then Shift+Restore to the Custom IPSW File.
It'll restore,
And when it's done, you'll be Jailbroken.

I'd do a little more research before you do it, though.
