They were referring to Super Monkey Ball. I haven't seen anything in regards to the nominal fee.
Where did you hear the App Store would be $9.99? They've only talked about Super Monkey Ball.

Well in the keynote in March, Steve Jobs did say that the iPod Touch users would have to pay a small fee for the App Store. Did we all forget that? But still I think the iPod Touch users are getting it up the ass by Apple. Especially now that I bought my iPod Touch for $300 and now the new iPhone is only $200 with all the new apps. It's just unfair to the consumer.

The iPhone users don't have to pay for the App Store because they have to pay a monthly bill as the iPod Touch users don't. So the iPhone users have payed more for the device than the iPod Touch owners.
