I have a couple questions.

First what is the base band mean? I have a friend that has an iphone on 3.1.2 and he said he couldnt jailbreak and he couldnt downgrade to 3.0

Can he jailbreak now?

Second I have an ipod touch 2G jailbroken running 3.0
Can I jailbreak with 3.1.2 and with what tool? Also is it worth upgrading 3.0 to 3.1.2?

All devices can be jailbroken with blackra1n. RC2 was released on October 11th and added the ability to jailbreak 3.1.2 on iPod touch 2.5/3G 8GB and iPhone 3GS 3.1.2 OTB (with new bootrom). The only thing missing from the family was the 05.11.07 baseband unlock, which GeoHot is releasing later today

You can jailbreak with blacksn0w. You might as well update to 3.1.2 if you think it's worth the effort. Note: blacksn0w is the fastest jailbreak ever.

When hacking the iPhone there are two categories to worry about. The iPhone is essentially a computer with a GSM modem attached to it. So there is the Operating System for the computer half of the phone and the Baseband is like the OS for the Modem half.

When Hackers start to crack the iPhone the first thing they usually hack is the OS, by finding a method to Activate and Jailbreak the phone. All this means is that they've found a way into the OS and gained read/write accesss to the file system. This is fine if all you want to do is use tour iPhone as an iPod Touch. If, however, you want to make and receive calls you must also hack the modem. This requires hacking the Baseband so that it will accept non-AT&T SIM cards, this process is known as unlocking.

ive been meaning to upgrade to 3.1.2 firmware. is it worth jailbreaking on a 3gs since this program will be tethered?

If you don't need an unlock you don't need an unlock... blackra1n will create a tethered jailbreak for on teh 3GS
