Default Can't move apps around (Won't wiggle)

I don't know how, but now whenever I try to move apps around, I can't. The other apps (the ones that i didn't hold on to), would wiggle, but the one i was trying to move won't wiggle, or move, it just stays there. It freezes, while the rest wiggle. I can change the page, and the app lands wherever it started (IE- top right on first page and stays on top right on the second page). It's very frustrating because the only way I can change them is too plug into itunes, which can become a nuisance. If there's any way i could make this clearer please ask.

Yes, it's jailbroken. I think this happened when I had the 5-icon dock,, but i removed it and theres still a problem

If you have 3.0 and above, use itunes to move the icons.
Try a RESET from Settings--> General--> Reset, and reset all settings, don't erase any data. If that doesn't work, do a restore.

Reset, no, restore, yes, but you can always make a backup from rock
